The U.S. Catholic Bishops will consider a draft "Charter" containing "a series of steps aimed at the protection of children and young people" in church ministries and institutions, said St. Paul and Minneapolis Archbishop Harry J. Flynn, chairman of the Ad Hoc Committee of the Bishops' Conference.
