Participation of private school students and teachers


Introduction
This brochure offers a summary of the school and mental health services available to private school students, parents, teachers and administrators under the No Child Left Behind Act (NCLBA), which reauthorizes the Elementary and Secondary Education Act (ESEA). Please see the general summary brochure on NCLBA for a full list of the programs in which private school students, teachers, and personnel may participate. TITLE I: Improving the Academic Achievement of the Disadvantaged
Part C: Education of Migratory Children
One of the purposes of Title I Part C is to design programs to help migratory children overcome various problems, including health-related programs. [Section 1301 (5)]

Private schools may obtain services that will provide for advocacy and outreach to migratory children and families, including informing such families of health and nutrition services. [Section 1304 (c) (6) (A)]


TITLE IV: 21st Century Schools
Part A: Safe and Drug-Free Schools and Communities
Private school students may participate in drug and violence prevention activities that may include expanded and improved mental health services related to illegal drug use and violence, including early identification of violence and illegal drug use, assessment, and direct or group counseling provided to the students, parents, teachers, and other school personnel by qualified school-based mental health service providers. Private school students may also obtain services for counseling, mentoring, referral services and other student assistance practices and programs, including assistance by qualified school-based health service providers and teacher training by school-based mental health service providers in appropriate identification and intervention techniques for students at risk of illegal drug use and violent behavior. [Section 4115 (b) (2) (E) (vii) and (x)]. TITLE V: Promoting Informed Parental Choice and Innovative Programs

Part A: Innovative Programs
Private school students and teachers are eligible to participate in a wide variety of programs supported through Title V, including programs to hire and support school nurses, and to expand and improve school-based mental health services. Such services may include early identification of drug use and violence, assessment, and direct individual or group counseling services provided to students, parents, and school personnel by qualified school-based mental health services personnel. Other services available to private school students and teachers include programs for cardiopulmonary resuscitation (CPR) training. [Section 5131 (a) (13), (a) (14), and (a) (18)]
