Please explain to me why the feast of Saint Isaac Jogues was transfered to a Sunday in the parish of Saint Isaac Jogues?

The General Norms for the Liturgical Year and the Calendar (number 58) addresses this question directly:

For the pastoral advantage of the people, it is permissible to observe on the Sundays in Ordinary Time those celebrations that fall during the week and have special appeal to the devotion of the faithful, provided the celebrations take precedence over those Sundays in the Table of Liturgical Days. The Mass for such celebrations must be used at all Masses at which a Congregation is present.
Number four on the table of liturgical days includes the solemnity of the title of a particular church. A church bearing the title of Saint Isaac Jogues could, therefore, celebrate his feast as a solemnity on a Sunday near October 19th, since the Sundays in Ordinary Time are of a lesser rank in the Table of Liturgical Days.
