Dear Mr. Secretary:
As you are aware, the Catholic Church in Haiti has played an exceptionally key role in that nation's difficult transition to a new and democratic order. The Church's ability to continue assisting the democratic process, however, has lately been challenged by a series of aggressive actions directed against the Church and her ministers.
It appears beyond doubt that among those responsible for some of the hostile acts are present members of the security forces as well as persons associated with the disbanded Ton-Ton Macoutes.
I am writing first to express the deep concern of the U.S. Catholic Conference over the worsening situation in Haiti. I would also ask that the U.S. Ambassador express official disapproval to the National Governing Council and insist that the forces under their command resume their appropriate role of defending the Constitution and assisting the orderly transition to democracy.
